EXPLANATION OF EXEMPTIONS SUBSECTIONS OF TITLE 5, UNITED STATES CODE, SECTION 552
(b)(1) (A) specifically authorized under criteria established by an Executive order to be kept secret in the interest of national defense Or foreign policy and (B) are in fact properly classified to such Executive order;
(b)2) related solely to the internal personnel rules and practices of an agency;
(b)(3) specifically exempted from disclosure by statute (other than section 552b of this title), provided that such statute(A) requires that the matters be withheld from the public in such a manner as to leave no discretion on issue, or (B) establishes particular criteria for withholding or refers to particular types of matters to be withheld;
(b)(4) trade secrets and commercial or financial information obtained from a person and privileged or confidential;
(b)(5) inter-agency or intra-agency memorandums or letters which would not be available by law to a party other than an agency in litigation with the agency;
(b)(6) personnel and medical files and similar files the disclosure of which would constitute a clearly unwarranted invasion of personal privacy;

(b)(8) contained in or related to examination, operating, or condition reports prepared by, on behalf of, or for the use of an agency responsible for the regulation or supervision of financial institutions; or
. (b)(9) geological and geophysical information and data, including maps, concerning wells. SUBSECTIONS OF TITLE 5, UNITED STATES CODE, SECTION 552a (d)(5) information compiled in reasonable anticipation of a civil action proceeding;

(k)(5) investigatory material compiled solely for the purpose of determining suitability, eligibility, or qualifications for Federal civilian employment or for access to classified information, the disclosure of which would reveal the identity of the person who furnished information pursuant to a promise that his/her identity would be held in confidence;
(k)(6) testing or examination material used to determine individual qualifications for appointment or promotion in Federal Government service the release of which would compromise the testing or examination process;

.CHARLES S. JOHNSON of Fisk University. He said that he defin-
itly recalls that JOHNSON was interested in the SNYC and was
considered on the National Council, although as far as he, mmm recalls the National Council did not have any group
meetings. [tated that in his opinion the names on the Nationa ouncil were used as. "bait" to secure other mem- bers for the SNYC. He stated at the time he was interested in the SNYC he did not know there were any Communists in the
organization, but he later learned that several of the leading members of this group were believed to be Communists.

He was honorably discharged on July 26, 1919 as a Sergeant Major from Camp Grant, Illinois, by reason of demobilization,

He stated that the applicant came to Fisk University in September, 1920, as the Head of the Department of Sociology, which position he held until 1947, when he was made President of the University. During the time he has been at Fisk, he has attained the reputation of being one of the outstanding educators in the United States. He has served on many Governmental Commissions with the United Nations and iyate boards, particularly those having to do with education, Stated he could not recall from memory all of the organizations with which the applicant has been associated. in connection with his official duties, JOHNSON has traveled widely throughout the United States and a large portion of the world, and that resulting.from his travels he has friends and associates in the fields

"T make the following voluntary statement to who has identified himself to me as a Special Agent of the Federal Bureau of Investigation.
"I have known Dr. Charles S. Johnson since the summer of 1938 when I first became associated with him as a research fellow in the Department of Social Sciences at Fisk University. In this capacity I worked on the research that was current in the department at that time, three of which appeared later as publications,

"My knowledge of Dr. JOHNSON as a person would lead me to believe that he is a person of excellent character, sound judgement and a person intensely interested in working for social development within our present democratic framework. He enjoys the highest reputation of people, not PUT within his field of competance, but a larger public as well.
"I have observed nothing which would lead me to believe that Dr, JOHNSON is not a loyal citizen, :
"Because of his interest in interpreting and dad problems, Dr, JOHNSON has participated in numerous organizations, two of which later have been termed subversive. I know that he participated in the activities of the Southern Conference of Human Welfare and the Southern Negro Youth Congress, and here as in other organizations, he brought to bear the scientific knowledge and human understanding which characterizes his approach to problems. Even within these organizations Dr, JOHNSON approached them with a type of realism which is consistant with our whole democratic philosophy as is opposed to any subversive approach,

It will be noted that the Southern Conference for Human Welfare has been cited by the House Committee on UnAmerican Activities as a Communist organization, and the Southern Negro Youth Congress has been cited by the Attorney-General as a. Communist organization coming within the purview of Executive Order 9835,

He stated JOHNSON's reliability, honesty, patriotism, and loyalty to the United States were unquestioned, He ‘stated, however, that both he and JOHNSON were "a little to the left." He explained that Dr. JOHNSON was not.a Communist, but was a little to the left of the middle of the road trend." He advised that JOHNSON!s activities in research as a student of social science carried him in any organizations, some of which probably had Communistic tendencies. Stated that JOHNSON was perhaps the best informed person in the South on the true negro situation.

Dr. JOHNSON was interviewed in connection with another matter in October, l9hl, at which time he advised that he had served on the Advisory Committees of both the Southern Conference for Human Welfare and the Southern Negro Youth Congress.
On December 7, 1951, Dr. JOHNSON was interviewed by the reporting agent in connection with another matter, at which time the Southern Negro Youth Congress and the Southern Conference for Human Welfare came into the conversation. He stated that he had been active in both organizations and had been on the Advisory Committees for both organizations, Dr. JOHNSON Stated that his interest in the organizations had been because of the fact that they purportedly were interested in formulating some plans for the improvement of social conditions in the South, particularly with relation to the negroes, and that they purported to make a study of such social conditions from an intellectual standpoint. He stated that because of his interest in race relations and in the field of social science, he became connected with the organizations. He stated he subsequently left the Southern Negro Youth Congress because of some of the trends of activities with which he did not agree and which he suspected were motivated by subversive interests with which he wanted no part, He stated that possibly there were members of the Southern Conference for Human Welfare who had subversive tendencies; however, he noted no degree of control over the organization as a whole by these people. He stated that in the event he had noticed such control by Subversive individuals, he would have opposed them within the organizatien,

He advised that he knew of no organizations of which JOHNSON nad been a member which had any subversive tendencies, He stated it was possible JOHNSON was associated with both the Southern Conference for Human Welfare and the Southern Negro Youth Congress, and he felt this was probably correct. the April 2, 1949 edition of the Baltimore Afro-American and the March 29, 1919 edition of the Atlanta Daily World, Negro newspapers, listing JOHNSON, President of Fisk University, Nashville, Tennessee, as one of the sponsors of the Cultural and Scientific Conference for World Peace held in New York City duxing the Spring of 1949. These clippings reflect that this conference was sponsored by the National Council of the Arts, Sciences and Professions, l9 West lth Street, New York City.
It is to be noted that the National Council of the Arts, Sciences and Professions was cited as a Communist front by the Congressional Committee on Un-American Activities, "Review of the Scientific and Cultural Conference for World Peace arranged by the National Council of the Arts, Sciences and Professions, and held in New York City on March 25, 26 and 27, 1949, House Report #195h,

It is pointed out by that JOHNSON is not in too good a position to be fully cognizant of Communist activities past or present at the University inasmuch as his principal mission is fund raising and advertising the University's part in cultural advancement of the Negro in the South; therefore,
it is frequently necessary for him to be absent from the campus and to delegate administrative matters to subordinates,
The files off ` ]eontain another clipping from the October 30, 1951 edition of the New York Times which lists the applicant as one of the endorsers of the "Iron Curtain Refugee Campaign! of the Internatio escue Committee, 62 West Sth Street, New York City. It is to be noted that considers this committee to be a patriotic group. endorsed by a number of outstanding patriotic Americans.
